2. The Bishop again urges the insertion of a clause in the Trust Deed, reserving to the Trustees the power to withdraw the College from the operation of the Scheme at any future time, such alterations should be made in the revisions of that scheme as to give rise to conscientious objections on the part of the Church; and suggests that the penal clause might be coupled with a further clause that, in such a case, the amount of building grant should become a debt due to the Government, bearing interest at 5%.
